Filing Summary

In 2024, an investigation was initiated into board member Marion Hammer. This “Executive Summary for the Audit Committee” details Hammer’s dealings with the NRA, and steps that Chief Compliance Officer Bob Mensinger took to “assess Hammer’s latest statements and recommend further action as appropriate.” The summary reads in part: “Hammer appeared to use funds that ILA awarded in NRA-ILA State Assistance Grants to USF for her retirement. After heated discussions between Hammer and ILA staff in December 2023, ILA determined that USF did not meet the requirements to stay in compliance with the grant process. Hammer submitted a new 2024 grant application with prior dates crossed out and new dates written in, showing no effort to comply with the process. USF office rental payments continued to be paid directly to the landlord for use by the State Director until June 2024, when the E/D of ILA determined the office space was no longer necessary.” (p.4) Docket number 3559.
